Role Overview: The Chief Anti-Money Laundering Officer (CAMLO) will lead the organisation’s Anti-Money Laundering (AML), Anti-Terrorist Financing (ATF), and Sanctions programmes, setting the strategic direction to ensure compliance with all applicable legislation and regulatory standards across jurisdictions. This role is responsible for developing, implementing, and continuously enhancing the enterprise AML/ATF and Sanctions framework, policies, and controls to mitigate financial crime risk.

Key responsibilities include detecting, investigating, and reporting suspicious activities related to money laundering, terrorist financing, or sanctions evasion; maintaining effective governance and oversight of AML/ATF risk management; and ensuring timely and accurate regulatory reporting. The CAMLO will also oversee the design, delivery, and evaluation of AML training programmes, ensuring ongoing effectiveness and alignment with regulatory expectations.

The ideal candidate will partner closely with senior leadership, regulators, and key stakeholders to foster a strong culture of compliance, accountability, and continuous improvement. They will champion innovation in AML/ATF and Sanctions governance to ensure the organisation’s resilience and integrity in a complex and evolving regulatory environment.

Key Responsibilities:

  • Leads the strategic direction of the AML/ATF and Sanctions programme by establishing and executing a long-term vision and framework that strengthens governance, drives innovation, maintains effective risk controls, and ensures ongoing regulatory alignment.
  • Leads the development and implementation of strategies and programmes that strengthen the organisation’s AML/ATF and Sanctions capabilities, ensuring proactive response to emerging global and regional regulatory trends through transformational leadership.
  • Oversees and leads AML/ATF and Sanctions governance by developing, implementing, and enforcing policies, controls, training, and monitoring tools to ensure a transparent and effective governance structure across all territories.
  • Oversees and leads the detection, investigation, and reporting of suspicious ML/TF and other prescribed activities to ensure the organisation mitigates AML/ATF and Sanctions risk while meeting regulatory reporting requirements.
  • Leads the provision of expert guidance and oversight on AML/ATF and Sanctions compliance, including the design, delivery, and updating of training programmes, measuring their effectiveness to ensure the organisation operates in full compliance, mitigates risk, and enhances operational integrity.
  • Oversees and leads the organisation’s Sanctions compliance programme by developing and implementing policies, procedures, controls, and investigative processes to ensure a proactive, compliant framework that mitigates legal, financial, and reputational risk.
  • Leads the development and execution of analytics strategies to identify emerging AML/ATF and Sanctions risks and trends, leveraging dashboards, metrics, and reporting tools to provide timely, actionable insights that enhance operational efficiency and strengthen the organisation’s AML/ATF and Sanctions posture.
  • Leads and manages people in compliance with organisational and line-of-business policies, overseeing Money Laundering Reporting Officers (MLROs) and maintaining accountability for a strong risk management culture across the business.
  • Holds authority to assign tasks, hire, assess performance, make compensation decisions, take disciplinary action, and implement changes to business processes, ensuring clear decision-making rights and compliance with AML/ATF and Sanctions regulations.

Qualifications & Experience:

  • Bachelor’s degree in business, law, or a compliance-related discipline (AML/ATF and Sanctions).
  • Master’s degree in business or compliance-related field; professional qualifications such as ACAMS, ILA, FIBA, or equivalent.
  • Minimum of 10 years’ experience in banking and/or risk management, including at least 8 years at a senior management level within a financial institution, regulator, or combination thereof.
  • Deep understanding of the markets and practices relevant to the organisation, with ability to align strategies accordingly.
  • Proven ability to interpret emerging regulatory trends to guide strategy, programmes, and organisational responses.
  • In-depth knowledge of Caribbean regulatory frameworks and strong expertise in financial crime, AML, ATF, and Sanctions requirements.
  • Familiarity with regional and international regulatory bodies and standards.
  • Demonstrated experience drafting, implementing, and overseeing policies, procedures, and training programmes.
  • Ability to translate regulatory requirements into practical operational practices.
  • Strong knowledge of risk assessment methodologies and AML compliance risk management, aligning with enterprise risk appetite and strategy.
  • Advanced analytical skills, conceptual thinking, and sound judgement.
  • Ability to interpret complex regulatory issues and provide clear, actionable guidance to the business.
